Under a GOP-backed bill expected to sail through the House of Representatives, the Internal Revenue Service would be forced to police how Americans have paid for their abortions. To ensure that taxpayers complied with the law, IRS agents would have to investigate whether certain terminated pregnancies were the result of rape or incest. And one tax expert says that the measure could even lead to questions on tax forms: Have you had an abortion?

The fate of direct shipping of wine from wineries and retailers to consumers is once again in the hands of the U.S. Congress. Rep. Jason Chaffetz, a Republican from Utah, introduced a reiteration of last year's Comprehensive Alcohol Regulatory Act (the "CARE Act") yesterday. This year's version is House Resolution 1161, the Community Alcohol Regulatory Effectiveness Act.

Congressman Mike Thompson (CA-1) today announced that the South Coast Fire Protection District will receive $98,317 in grant funding to help local first responders obtain emergency response equipment, personal protective equipment, firefighting and emergency vehicles, and training.

“The federal government has no business picking winners and losers in the wine, beer, and distilled spirits industry. Yet the Community Alcohol Regulatory Effectiveness Act would do just that by banning the direct shipment of wine and other forms of alcohol in the U.S.

Mr. Speaker, I rise in opposition to H.R. 1076.

Without so much as a single hearing, the legislation being debated today would dismantle a public radio system depended upon by 34 million Americans weekly, many of whom are from rural America.

In fact, in many rural areas of our country like the one I represent, public broadcasters are among the few journalists still around who actually deliver local news to residents.

Mr. Speaker, I rise today in recognition of the distinguished public service career of Ms. Janet M. Bedrosian. Ms. Bedrosian has honorably served the U.S. Bureau of Land Management for nearly 38 years and will retire on April 2, 2011.

Ms. Bedrosian was born in Tennessee and moved to Grass Valley, California, as an infant, where she grew up in California's Mother Lode country and graduated from Nevada Union High School as class valedictorian.

Efforts to clean up the Crescent City Harbor continued Tuesday as local elected officials worked to get a federal emergency declaration for Del Norte County.

Emergency meetings were held by the City Council, Del Norte County Board of Supervisors and Harbor District to officially declare the county a disaster area.

Harbormaster Richard Young announced at the Tuesday night harbor meeting that he has decided to stay in Crescent City despite previously accepting a position as a marina manager in Vallejo.

Elected officials inspected the remnants of Crescent City's harbor Saturday afternoon, while much of the community got its first glimpse of the destruction left behind by a tsunami triggered by an 8.9 magnitude earthquake off the coast of Japan.

Chunks of concrete-encased styrofoam floated in the water, covered in a thin film of oil from the wreckage of sunken boats that now reside at the bottom of the harbor.

The South Lake County Fire Protection District got a piece of good news this week when it was informed that it had won a large federal grant that will enable it to hire more firefighters.

On Thursday Congressman Mike Thompson (D-St. Helena) announced that the district will receive $724,909 in grant funding to help hire firefighters.

“We just found out about it yesterday so we're all excited,” district Assistant Chief Jim Wright said Thursday, adding, “It was really good news.”
